其实最后是这样的。美国英国苏联法国放完核弹搜集完数据和模型，然后赶紧想禁止其他国家核试验。。。保持核威慑地位。
1963年生效的部分禁核条约是中华民国参加的，中国在联合国还没得到承认。。。想参加也参加不了，就算能参加难道是中国和中华民国两个国家同时存在吗？
中国显然也不可能参加。（到现在中国也一直没参加这个部分禁核条约就是这个原因，上面有中华民国。）
中国1964年实验第一颗，英法美苏他们1963年签条约，这明显是有风声了，中国要研究出来了，赶紧tm的弄个条约出来啊!后来的全面禁核条约，中国也采集完数据和模型了，所以中国就可以签了。
后来的条约意大利，德国，日本不同意（其实和中国当时类似，老子也想研究啊，你们玩够了，就不让我研究了？凭啥啊？）
怎么不把德国日本意大利加进去一起黑？。要黑你就一起黑。挺好的片子，结尾显得弱智。
